The 1996T LS650S Savage had several variations in carburetors as follows:

ID#24C6 and 24C7, Main jet #125, Jet needle
5C40-2nd, Pilot jet #47.5

ID#24C2, Main jet #130, Jet needle #5C16-2nd, Pilot jet #47.5

This sounds like your bike. These were probably non-US bikes. I am guessing that they have an adjustable jet needle height because of the "-2nd" in the jet needle ID. You can check this by accessing the top of the jet needle and looking for several notches in it with an adjustable retaining ring (probably) in the 2nd position. By moving this retaining ring to a lower position on the jet needle you will enrichen the mixture and by moving it up you will lean it out. I would move it one step lower and see how it responds.

ID#24C4, Main jet #145, Pilot jet #52.5, Jet needle #5C39

These are US models following very strict EPA regs and have a fixed jet needle with a small spacer on top as the only adjustable feature.
